First website of the City of Turin

The City of Turin runs the domain comune.to.it, its institutional presence on the web.

According to a 2025 announcement by the City, not confirmed by other sources, the city's first institutional website would date back to around 1995; the City's digital transformation is said to have then continued in the late 1990s with smart-card experiments, up to the citizen services access card introduced in 2001.

Copies preserved by the web archive show comune.to.it online from 1997; the domain of the smaller municipality of Collegno, comune.collegno.to.it, is instead visible as early as 1996, a year before the provincial capital.1

The first captured page of comune.to.it, from 25 May 1997, presented itself as the «Public Telematic Service of the City of Turin», with sections informacittà, informambiente, informagiovani, informahandicap and informalavoro.1

The site linked to other bodies of the civic network — Regione Piemonte, Provincia di Torino, CSI Piemonte, ARPnet, Camera di Commercio di Torino — and hosted the pages of outside bodies such as the Prefettura di Torino, Amiat, the Ordine Mauriziano, ATM and the Teatro Stabile Torino.1

Among the featured projects was «Porta Susa in VRML», a three-dimensional reconstruction of the station linked to the memorandum of understanding for Torino 2000, and the counter declared visits since 2 June 1995.1

The editorial office was based at via Garibaldi 18, with the credit «Copyright © 1996, Comune di Torino, Servizio Telematico Pubblico della Città».1

The site comune.to.it, recorded by the web archive on 25 May 1997 as «Comune di Torino: Servizio Telematico Pubblico della Città di Torino», declared visits «starting from 2 June 1995» and carried the 1996 copyright; it was maintained by the Servizio Centrale Sistema Informativo, Redazione WWW, based at via Garibaldi 18.1

Its sections included informacittà, informambiente, informagiovani, informahandicap and informalavoro, the City Administration with the City Council and its Regulations, the Registry Office, Building and the Regulatory Plan, Cartography, as well as tourism and culture features (including the Biennale Giovani Artisti); a «Torino 2000» section presented the memorandum of understanding for the Olympic bid and a VRML model of Porta Susa.1

The oldest snapshot of the site, from May 1997, presented it as "Servizio Telematico Pubblico della Città di Torino", with the 1996 copyright and a counter of "visits since 2 June 1995"; the page recommended viewing with Netscape 3.0 or Internet Explorer 3.0 at 800x600 resolution and named as its editorial office the Servizio Centrale Sistema Informativo, at via Garibaldi 18.1 Besides sections on city administration, the city council, culture (including the Biennale Giovani Artisti) and tourism, the site hosted the pages of other bodies — including the Prefettura di Torino, Amiat, Ordine Mauriziano, ATM and Teatro Stabile Torino — and linked to the sites of Regione Piemonte, Provincia di Torino, CSI Piemonte and the Camera di Commercio di Torino.1

The oldest known snapshot of comune.to.it, from 25 May 1997, was titled «Comune di Torino: Servizio Telematico Pubblico della Città di Torino» and already featured the sections informacittà, agenzia bisettimanale, informambiente, informagiovani, informahandicap and informalavoro.

In the latest known snapshot, from 16 February 2026, the address comune.to.it is archived as a redirect to the City's current site, comune.torino.it.

From the Public Telematic Service to the 2008 site

On 14 September 2000 the site presents itself as «Servizio Telematico Pubblico - Città di Torino», with an extended menu on city administration, environment and territory, art and culture, welfare and health, economy and employment, and education and schools, as well as a weather section and an internal search engine.1

The last copy with the site still active in this layout dates to 27 August 2008 and reports, among other things, a scheme for subsidised first-home mortgages for under-35s, the «Indirizzi di politica urbanistica» document open to public debate via an online forum, and a card for citizens turning 60 in 2008.2

The site comune.to.it, in the first copy traced by the Web Archive on 25 May 1997, presents itself as the «Servizio Telematico Pubblico della Città di Torino», with features such as Informacittà, Informambiente, Informagiovani and Informahandicap.1 In 2000 it publishes a periodic bulletin in numbered, dated editions.2 The last working copy, from 27 August 2008, still reports municipal services, such as a scheme to reduce rents aimed at under-35s.3

In 2008 one edition reported, as an example of the kind of information circulated, the fixed-rate mortgages on favourable terms reserved by the City for under-35 Turin residents of at least a year's standing with a household income below €37,466.

In the same period the Museo di Antichità hosted the exhibition «Il Celeste Impero», devoted to China, and some Circoscrizioni launched special rankings for municipal nursery enrolment for the 2008-2009 school year.1
