Turin's municipal administration, headquartered at Palazzo Civico, and its institutional portal comune.torino.it, online for about thirty years.

The City of Turin (Città di Torino) is the local authority that administers the Piedmontese regional capital. It is headquartered at piazza Palazzo di Città 1, where the city executive (Giunta comunale) and the municipal council (Consiglio comunale) meet; the serving mayor is Stefano Lo Russo, declared elected on 27 October 2021 [1]. The municipal territory is divided into eight districts (circoscrizioni), from 1 Centro - Crocetta to 8 San Salvario - Cavoretto - Borgo Po - Nizza Millefonti - Lingotto - Filadelfia, each with its own bodies and decentralised offices [2].
The comune.torino.it portal is the administration's main digital channel: it gathers news and press releases, the pages of governing bodies and offices, and service pages for citizens and businesses, from civil registry to the environment, from schools to mobility, as well as practical information such as the anti-smog traffic-light scheme and links to the City's thematic portals, including the Turin civic libraries and TorinoGiovani [3]. The Comune's first institutional portal appeared about thirty years ago; digital services developed from the late 1990s with trials of a microchip card and, from 2001, with the citizen's identity card for online access [4].
On 29 October 2025 the City put online a completely renewed site, which absorbed the TorinoFacile services portal and brings together over a hundred digital services in a single section; its architecture follows the AgID model for municipalities published on Designers Italia [5]. The project, run by CSI Piemonte, was funded with €1.3 million from PNRR measure 1.4.1 [4]. In the September 2026 Torino Top 100 ranking, the site appears among the 5,000 most-visited sites in Italy according to Google's Chrome UX Report.

Sistemi Urbani's appeal over the new master plan (September 2026)
On 17 September 2026, at the second co-planning conference on the new general master plan (Piano regolatore generale), the City of Turin confirms its position despite the appeal filed by Sistemi Urbani, a company of Ferrovie dello Stato; mayor Stefano Lo Russo reaffirms the decision on building rights left unexercised for 40 years.
