Sistemi Urbani, a company of the Ferrovie dello Stato group, has filed an appeal against Turin's new city plan. In September 2026, during the second co-planning conference, Turin's mayor Stefano Lo Russo reaffirmed the city's position on building rights left unused for 40 years, despite the appeal.1
