RuparPiemonte
RuparPiemonte is the Unified Network of the Regional Public Administration of Piedmont. It originated from an agreement between the Regione Piemonte and AIPA, at the time the Authority for Information Technology in Public Administration, signed on 20 April 1998, with the aim of connecting local authorities with one another and interconnecting them with central administrations and with other regions through the Public Connectivity System [1]. Technical management is entrusted to CSI Piemonte; the backbone of the network is the Wi-Pie trunk line, with nodes in Alessandria, Asti, Biella, Cuneo, Novara, Verbania, Vercelli and Turin, where the consortium's data center is located [1].
The site secure.ruparpiemonte.it is the gateway to the RuparPiemonte intranet: from here, operators of municipalities, mountain communities and other bodies access the shared applications made available by the Region. Among the first of these is the system for managing administrative acts, with which authorities draft, number and consult resolutions, determinations and decrees; its manual dates back to July 2004 [2].
RUPAR credentials are today the credentials of the Piedmontese public administration, reserved for local authorities and public bodies that use regional services; CSI Piemonte manages their renewal and password recovery on secure.ruparpiemonte.it [3]. The same credentials also grant access to related platforms, such as the Smart3L training environment intended for staff of these bodies [4]. In the Torino Top 100 ranking for September 2026, the site features among the 10,000 most visited sites in Italy according to Google's Chrome UX Report.
