Establishment of the participatory governance table for Spazio Comune

On 6 October 2026 Turin's City Council approves the establishment of a participatory governance table open to Third Sector organisations, groups representing migrant and refugee communities, social partners and UNHCR (the UN Refugee Agency), to strengthen "Spazio Comune", the multi-purpose centre at via Bologna 49/A dedicated to access to services and inclusion pathways for asylum seekers, refugees and migrants.[1][2]

The decision

The resolution is approved on a proposal by the councillor for Social Policies and Rights, Jacopo Rosatelli, together with the councillor for Civic Services, Francesco Tresso.[1][2] The new table takes up the findings of the co-programming process carried out in 2025 on the reception and integration system (SAI), in which the organisations involved had highlighted the need to strengthen the link between reception policies and the activities of "Spazio Comune", fostering more structured participation in planning and development processes.[1][2]

The Spazio Comune programme

The programme was created as part of the Charter for the Integration of Refugees, signed by the City of Turin together with UNHCR with the aim of promoting innovative models of inclusion. Based on the one-stop-shop principle, the project brings together in a single place services and expertise that allow people to more easily access the information and opportunities needed to build their own path to autonomy and participation.[1][2] Over time the programme has built up an institutional network involving, besides the City of Turin, the Prefecture, the Police Headquarters, the Piedmont Region, the ASL Città di Torino, Agenzia Piemonte Lavoro, IRES Piemonte, the Revenue Agency, the Compagnia di San Paolo Foundation and UNHCR.[1][2]

The numbers

Between May 2022 and May 2026 "Spazio Comune" reached a total of 2,249 people who made use of at least two services at the via Bologna site. Since 2023 the number of users has remained steadily around 600 people a year.[1][2] The social mediators of the Associazione Mosaico - Azioni per i rifugiati reached 42% of the people assisted through outreach and guidance activities in the area. Over 450 people were accompanied by staff from the Police Headquarters' Foreigners Service and by social mediators through the procedures for issuing or renewing residence permits, with a shared procedure that allows 97% of the cases followed to be concluded successfully.[1][2]
