«Spazi Liberi» co-design notice for the reintegration of young detainees in Turin

On 13 October 2026 the City of Turin, the Compagnia di San Paolo Foundation and the justice administrations present «Spazi Liberi», a co-design notice aimed at offering social inclusion opportunities to minors and young adults aged 14 to 25 serving sentences within the prison system or in external/community-based measures.12

The initiative has a total budget of 960,000 euros, entirely funded by the Compagnia di San Paolo Foundation under its Framework Protocol with the City of Turin, covering the three-year period 2026-2028; the public notice aims to involve Third Sector organisations in co-designing personalised pathways that support beneficiaries from their entry into the justice system up to twelve months after the end of their sentence, with the goal of reducing the risk of reoffending.12

The project reinforces services already active at the Lorusso e Cutugno remand prison and at the Ferrante Aporti juvenile detention institute, as well as in external penal enforcement, with educational tutors, legal support, temporary housing solutions for after release, vocational workshops with company internships, and a foster-care pilot for a first group of young people in the penal system.2 Turin's mayor Stefano Lo Russo states: «The absence of training, rehabilitation and employment pathways turns detention into a factor that fuels reoffending and crime, rather than fostering reintegration into society, especially when we are talking about younger generations»; the Compagnia di San Paolo Foundation's secretary general Alberto Anfossi stresses the goal of «promoting opportunities for inclusion and independence» for the young people involved in the penal system.1 The notice is published from 14 October in the notices section of the City of Turin's website.2
