Turin 118 Operations Centre

The Turin 118 Operations Centre is the body that coordinates emergency medical care across the city and metropolitan area, as part of Piedmont's network of 118 (emergency medical dispatch) centres run by Azienda Zero. Together with the centres in Alessandria, Cuneo and Novara, it contributes to coordinating emergency response across Piedmont.

The Angels programme and the assessment of stroke care

In the third quarter of 2026 the Turin 118 Centre achieved Gold status in the Ems Angels Awards, the international recognition promoted by the Angels initiative, which every quarter assesses the efficiency and quality of pre-hospital care provided to patients with suspected stroke. [1] In the same period the centres of Novara, Alessandria and Cuneo reached Diamond level, the highest provided for by the programme. [1]

The Angels programme analyses care performance on individual cases, monitoring indicators such as the time spent at the scene, the choice of the destination hospital, advance notice sent to the emergency department, recording the time symptoms appeared, and the patient's medication history. [1] Diamond level requires a median on-scene time of under 25 minutes and compliance with every parameter in at least 95% of cases; for Gold level the compliance threshold drops to 85%. [1]

Why time matters

According to data released by the Angels initiative, every 30 minutes a patient who could have been saved either dies or suffers permanent disability because of admission to an unsuitable facility. [1] Azienda Zero's general manager, Massimo D'Angelo, commented on the results achieved by Piedmont's centres, saying that the recognition belongs to the women and men of the 118 service who every day recognise the signs of a stroke, choose the right hospital and give it advance notice in time, calling it an incentive to further improve stroke care and emergency activity as a whole.
