Azienda Zero
Piedmont's regional health agency, established in 2021, which coordinates territorial emergency services, procurement, logistics and health information systems.
Azienda Zero is the regional health agency of Piedmont, established by article 1 of regional law no. 26 of 26 October 2021, amended by regional law no. 2 of 25 March 2022, and formally set up on 18 February 2022 by decree no. 9 of the president of the Regional Council [1]. It operates across the whole region, serving a reference population of about 4.4 million people, and is based in Turin in the «Farfalla» building at piazza Piemonte 1 [1]. Since 1 April 2022 it has been led, under special administration, by Carlo Picco [1].
It has public legal personality and administrative, financial, organisational, accounting and technical autonomy [2]. The law assigns it tasks that individual health authorities used to carry out separately: procurement planning for goods and services and coordination of the logistics network, out-of-hospital emergency care, coordination of information systems and booking centres, monitoring of pharmaceutical spending, development of telemedicine, clinical risk management and health technology assessment [2]. It is also responsible for the single European emergency number 112 and for the 116117 number for non-urgent care [1].
The site aziendazero.piemonte.it publishes information on the 118, 112 and 116117 emergency services and on the CUP booking centre, tenders and agreements, competitions, the public notice board, transparent administration and press releases, as well as training programmes for citizens, schools and healthcare professionals [3]. In the Torino Top 100 ranking for September 2026, the site is among the 50,000 most visited sites in Italy according to Google's Chrome UX Report.
