Presentation of Piedmont's new Rsa model

On 30 October 2026, at the Nuvola Lavazza in Turin, the Piedmont Region presented a new model of care for residential care homes for the elderly (Rsa), centred on developing service hubs and increasing support for home care for older people. The presentation opened a political debate on the choices made by the regional executive (Giunta) led by President Alberto Cirio on health and elderly-care policy [1].

Criticism from the opposition

Regional councillor Monica Canalis of the Democratic Party (Pd) voiced doubts about the approach taken by the regional executive, criticising in particular the method followed for the presentation: according to Canalis, the event at the Nuvola Lavazza did not involve all the care-home operators or workers' representatives, despite an initiative that would have required inclusive dialogue [1].

Canalis also challenged some of the figures presented by the Region, starting with the number of publicly funded Rsa beds, which she said amounted to only 16,000 out of a total of 33,000 accredited beds. While acknowledging an increase in allocated funding, she noted that the rise had not kept pace with inflation, higher energy costs and contractual pay increases for staff [1].

Resolutions unchanged since 2013-2014

For the Pd, a genuine reform of the system would need to start with updating the regional resolutions governing Rsas, which have remained unchanged since 2013 and 2014, by revising severity bands, operating standards and increasing the health-care share of funding. Canalis asked that the increase in publicly funded beds and home-care services announced by the Region translate into stable, structural measures funded by an increase in the regional health fund, rather than temporary bonuses aimed at a limited pool of beneficiaries and lacking the character of an enforceable right [1].

The councillor finally asked President Cirio for more forceful engagement with the national government led by Giorgia Meloni to secure the health-care resources needed to build a new model for Piedmont's Rsas, describing this as the alternative to initiatives seen merely as opportunities for conference visibility [1].
