On 3 November 2026 the Piedmont Regional Council discusses two questions on the Terzo Valico dei Giovi, the high-speed railway line connecting Genoa to the Novi Ligure junction, which also affects Piedmontese territory. In response, the regional executive (Giunta) confirms that works have reached 97% progress and reaffirms the goal of definitively closing the site in 2027-2028[1][2].

The questions

The first question is submitted by councillor Domenico Ravetti (PD), titled «Terzo Valico dei Giovi, what actions and assurances from the Piedmont Region for the completion of the infrastructure and employment security?». The second is submitted by councillor Alice Ravinale (AVS), titled «Terzo Valico and halted works: when and how will work resume?»[1][2].

The two councillors ask the Giunta whether updated timelines for the completion of the work are known and how employment levels will be safeguarded, including for supply-chain companies. They also ask what urgent initiatives will be adopted to prevent Piedmont from losing its role as a logistics platform for the port of Genoa[1][2].

The Giunta's response

Councillor Gian Luca Vignale responds, reading notes prepared by his colleague Enrico Bussalino. According to the ministerial data cited, works on the Terzo Valico have reached 97% progress, despite a situation described as exceptionally complex. The goal of closing the site in 2027-2028 remains confirmed[1][2].

The updated framework of investments under the programme contract between Rfi and the Ministry sets the overall cost of the project at 13.7 billion euros, with an additional funding need of 3 billion. The Giunta reports that the Government has reaffirmed its political commitment to guarantee full funding coverage in the budget law under examination in Parliament[1][2].

During a meeting held in Rome with the main trade unions, Rfi confirmed the need to ensure the continuity of the works, the completion of the infrastructure and the protection of employment levels. The Region states its commitment to monitor the progress of the works and to foster cooperation between institutions to protect workers and complete the project[1][2].
