Co-planning conference on Turin's new General Zoning Plan (PRG) of 2 November 2026
Date of the event:
The co-planning and assessment conference (Conferenza di copianificazione) on Turin's new General Zoning Plan (Piano Regolatore Generale, PRG) concludes on Monday, 2 November 2026, at the Piedmont Region's Congress Centre, with a unanimous vote in favour. The meeting brings together the Piedmont Region, the Metropolitan City of Turin and the Superintendency (Soprintendenza), called on to examine the new Plan together with the City of Turin and to indicate, each within its own area of competence, the adjustments needed to ensure its compliance with the law, its consistency with higher-level planning, and its environmental and territorial sustainability [1][2].
Proceedings and outcome
The Conference concludes its work within the sixty days set by the new planning procedures, a term halved compared with the previous hundred and twenty days. The process had begun with the convocation of 2 September 2026 [1]. The unanimous vote allows the City of Turin to proceed with drafting the Plan's Final Project. For each participating body, the Conference's minutes distinguish between the requirements the City will incorporate in full into the Final Project and the contributions made on a collaborative basis, which the City will account for in its own documents [1].
The framework of the Plan remains that of the Technical Proposal for the Final Project. According to TorinoClick, the Proposal was adopted by the city executive (Giunta) on 1 September 2026, and the new Plan reduces the settlement capacity compared with the 1995 zoning plan; according to TorinoToday, the Proposal was adopted by the City Council on the same date, and the new Plan supersedes the 1991 zoning plan [1][2].
The regulatory framework
The Conference is the first general review of a zoning plan carried out under regional law 5/2026, known as Cresci Piemonte, approved in February 2026. The law introduced a steering committee (Cabina di regia) between the City, the Region and the Metropolitan City, with the participation of the Superintendency, which met on 18 May and 18 June 2026 and was active through technical working groups by subject area even before the Technical Proposal was drafted. The same law set a defined scope for what bodies may request at the Conference — compliance, consistency, sustainability — applied for the first time on record, body by body, in the session of 2 November [1].
Next steps
After the Conference, the competent Authority must issue its reasoned opinion on the Strategic Environmental Assessment, based on the contributions of the regional technical body and the Metropolitan City. The City of Turin will then draw up the Final Project, incorporating the outcomes of the Conference and responding to the observations submitted by residents, before presenting it to the City Council for final approval [1][2].
Statements
Turin's councillor responsible for Urban Planning, Paolo Mazzoleni, said: «A new law asked everyone to do some work. To distinguish precisely, in front of a record, what is a requirement from what is a suggestion. We did it together, with a demanding and serious discussion, and the result is what matters for a city: Turin now knows exactly what it has to change in its Plan, and why» [2]. Turin's mayor, Stefano Lo Russo, described the vote as «a decisive step towards achieving one of the most ambitious goals» of his term, «the final approval of a new general zoning plan to support the city's growth and change» [2].
