Centro Einaudi
The Centro Einaudi is a research institute in Turin that produces the Rapporto Giorgio Rota, an economic and social study on the transformation of the city and its metropolitan area, launched in 2000 in memory of the Turin economist Giorgio Rota, who died in 1984 at the age of 40.
The 2026 edition of the report, titled «Torino, il decennio decisivo» and returning after years of absence, was presented by economist Giuseppe Russo, one of its authors. According to the report, Piedmont has accumulated 12 percentage points of real growth in nearly thirty years, compared with 27 in Lombardy; Turin's per capita value added grew by just 188 euros over fifteen years, against almost 10,000 euros in Milan and 6,000 in Bologna. The report speaks not of decline but of «immobility»: in the 2008-2023 period, the province of Turin, while remaining Piedmont's largest economy, saw almost flat growth of 0.5%, lower than that of other provinces such as Cuneo.
Russo attributes the gap to the transformation of an economy historically based on a very strong large-scale industry, a shift that has been slower in Turin than elsewhere, and to a lower density of medium-sized enterprises compared with other Italian provinces, although these are growing rapidly. The report also points to Turin's declining centrality in the tertiary sector in favor of Milan's pull, and to the fact that many young people trained in Turin leave the city to work in Milan or abroad.
