The Giorgio Rota Report 2026, published by the Einaudi Centre of Turin, describes the city as hit not by decline but by stagnation: over the last fifteen years per capita value added has grown by just 188 euros, compared with an increase of almost 10,000 euros recorded in Milan and 6,000 euros in Bologna.[1][2]
