Carmagnola Toll Booth and Ring-Road Link, Session of 3 November 2026
Date of the event:
On 3 November 2026 Carmagnola's City Council (Consiglio comunale) rejects a motion by the Democratic Party (Partito Democratico) calling for the at-least-temporary removal of tolls at the city's motorway toll booth and for work to begin on the so-called "bretellina", the first stretch of the eastern ring-road link (bretella). The same day, a similar proposal put forward in the Piedmont Regional Council (Consiglio regionale del Piemonte) is not put to a vote because the centre-right majority leaves the chamber, denying it a quorum [1][2].
The motion in Carmagnola
The motion had been put forward in June 2026 by the Democratic Party together with the other three centre-left parties. The text called for the toll booth in Carmagnola to be freed, or alternatively for fare reductions for residents and heavy vehicles, to reduce truck traffic along via Torino, the main road through the town centre. The proposal also included starting the first stretch of the ring-road link, designed to keep heavy traffic from crossing the town not only in the east-west direction. The centre-right majority voted against the motion [1][2].
The precedent in the Regional Council
According to Democratic Party regional councillor Nadia Conticelli, a measure essentially similar to the one rejected in Carmagnola had been put forward in the Piedmont Regional Council by the same centre-right figures. During the session of 3 November 2026, some majority councillors left the chamber, denying it a quorum and preventing a vote on the text [1][2].
Background on the eastern ring-road link
The project for Carmagnola's eastern ring-road link has been the subject of political announcements for years. In 2019 the president of the Piedmont Region, Alberto Cirio, announced the Ministry's go-ahead for the project. The commitment was repeated in 2020, with a planned investment of 30 million euros, and again in 2024, without the works being carried out, according to the Democratic Party [1][2].
