Anaao Assomed report on hospital doctors in Piedmont
Date of the event:
On 25 October 2026 the research centre of the Anaao Assomed trade union publishes a ten-year analysis of hospital medical staff in the National Health Service, based on ONAOSI data, the Treasury's Conto Annuale and MEF (Ministry of Economy and Finance) figures. The study reconstructs the dynamics of hospital doctors joining and leaving the service between 2015 and 2025, distinguishing between hirings, retirements and voluntary resignations, and devotes a specific section to the situation in Piedmont, whose hospital network is largely centred on facilities in the regional capital, Turin [1].
The data for Piedmont
According to the report, in Piedmont the number of practising hospital doctors fell from 8,319 in 2015 to 8,039 in 2024, a decrease of 3.4%, equal to around 280 fewer doctors [1]. The study also records a drop in the average age of staff: for women the average age fell from 48.9 to 47.5 years, while for men it fell from 53.4 to 51.1 years [1].
The role of the Decreto Calabria
The analysis devotes a chapter to the so-called Decreto Calabria (article 1, paragraph 548-bis, of law no. 145 of 30 December 2018, introduced by decree-law no. 35 of 30 April 2019 and converted into law no. 60 of 25 June 2019), a measure that allows doctors to be hired by way of exception to the ordinary rules for access to management positions in the National Health Service. According to Anaao Assomed, between 2019 and the end of 2025 almost 10,000 doctors joined the National Health Service nationwide through this route, coming to account for up to 43% of fixed-term hirings [1].
Spending on contract doctors and union proposals
The report notes an increase in regional spending on so-called "gettonisti", doctors hired on external contracts: 36.1 million euros in 2024 and 50 million euros forecast for 2025, according to ANAC and Corte dei Conti (Court of Auditors) data cited in the study. It also points to additional services performed by health service managers beyond their institutional working hours, funded for 2025 with 14.6 million euros under regional executive resolution no. 26-801 of 17 February 2025 [1]. Among the proposals put forward by Anaao Assomed are turning the Decreto Calabria into a permanent measure, removing the spending cap on healthcare staff, aligning salaries with European levels and reforming medical liability rules [1].
