Unauthorized techno party shut down in Turin

During the night, law enforcement shut down an unauthorized techno party in Turin organized in the outdoor spaces of a city club, attended by around 1,800 people. The event had been set up despite a negative opinion from the Municipal Commission for the Oversight of Public Entertainment Venues and a formal warning issued by the Questore of Turin to the venue's owner [1].

Background and the Questore's warning

The first issues had emerged in early September, when the Municipal Oversight Commission had highlighted several problems with the organization of the event. Despite these findings, promotion of the event continued on social media, with tickets sold online, prompting the Questore to formally warn the venue's owner against organizing or allowing events without the necessary permits. Close to the event date, the Commission had reaffirmed its negative opinion, pointing out in particular the absence of the 118 emergency medical plan [1].

The raid

The inspection took place on the evening the event had been advertised, when officers from the Administrative and Social Police Division, the Fire Brigade and the Municipal Police entered the complex and found that the outdoor areas had been turned into dance floors. Two temporary stages with sound and lighting systems had been set up outdoors, along with a third DJ booth, where several DJs were playing techno music in front of about 1,800 people [1].

During the checks, the organizer showed officers a temporary SCIA (self-certified business notification) for live performances, filed the day before, which was deemed unsuitable: this procedure only applies to shows with a predominantly passive audience and cannot authorize dance nights or discotheques. Having established the irregularity, law enforcement ordered the music to be switched off and the party to be stopped. A subsequent inspection of the indoor rooms also revealed that the venue's license for public entertainment had expired in May and that the renewal request submitted by the owner was currently suspended [1].

Consequences

The operation concluded with the venue's owner being reported to the judicial authorities for unauthorized opening of a public entertainment venue and for failing to comply with an order from the authorities, due to the unheeded warning from the Questore; she was also issued an administrative fine for organizing public events without a license. The same charge of unauthorized opening was brought against the event's organizer, who was administratively fined for promoting and running a for-profit dance night without the required permits. The case files are now being reviewed by prosecutors [1].
