Suspension of a Novara construction site over undeclared work and safety failings
News of
The suspension of a building site in the centre of Novara is a measure adopted by the Carabinieri of Novara's Labour Inspectorate Unit (Nil) in November 2026, following an inspection that found the use of undeclared labour and serious failings in worker safety. The intervention was part of surveillance activity against undeclared work and coincided with the European Week for Safety and Health at Work [1].
The inspection
During the inspection, the Carabinieri found undeclared workers without the required training, dismantling scaffolding on the ninth floor of a building with no protection connected to the anchor points. Two workers were wearing safety harnesses, but these were not hooked to any anchor point: the men were working on a section of the structure from which the guardrails had already been removed. The team leader was caught working without a protective helmet. On the ground, below the dismantling area, a third worker was loading materials onto a lorry, exposed to the risk of being hit by metal elements falling from above [1].
The measures
Faced with the use of undeclared labour and the failings found in accident prevention, the Carabinieri ordered the immediate halt of the works and the total suspension of the company's activity. Three people were reported to the judicial authorities for violations of health and safety at work regulations [1].
