Gianfranco Morgando (Borgiallo, 20 December 1949 – Turin, 21 October 2026) was a Piedmontese politician, a deputy and senator for four legislatures, undersecretary in two governments and the first regional secretary of the Democratic Party in Piedmont, from 2007 to 2014.[3][4]

From Canavese to Parliament

Born in Borgiallo, in the Canavese, and a graduate in political science, he began his public career as a municipal administrator for the Christian Democracy party in Borgiallo and Cuorgnè. In 1985 he joined the Turin Provincial Council, where he served as councillor for education and later for the budget.[3][4] He had trained in the school of Carlo Donat-Cattin, in the "Forze Nuove" current, the Christian-inspired social left wing of the Christian Democracy party, and remained linked to that political culture throughout his life.[5]

He was elected to the Chamber of Deputies in 1992 with the Christian Democracy party. In 1994 he was among the founders of the Italian Popular Party, of which he became the first regional secretary for Piedmont and national economic spokesman.[4] Re-elected to the Chamber in 1996 and 2001 with the Ulivo coalition, he led the Margherita party's group on the Budget Committee; he was undersecretary for Industry in the D'Alema governments and undersecretary for the Treasury, Budget and Economic Planning in the second Amato government.[4] In 2006 he was elected to the Senate with Romano Prodi's Ulivo coalition.[6]

The Democratic Party and the Donat-Cattin Foundation

From 2007 to 2014 he was the first regional secretary of the Democratic Party in Piedmont.[3] In his later years he chaired the Carlo Donat-Cattin Foundation, active since the 1990s in research on the history of the social, political and economic thought of the Catholic movement in Italy and Europe.[5][6]

He died in Turin on 21 October 2026, at the age of 76, from respiratory failure, following a long illness.[4]
