Calogero Mauceri
Calogero Mauceri is a senior official of the Ministry of Transport and special commissioner for Major Works. Since 2022 he has chaired the Torino-Lione Observatory, the body with a technical, advisory and coordinating role set up by the government as a forum for dialogue among the parties involved in building the high-speed rail line between Turin and Lyon.[1]
Role in the Torino-Lione Observatory
As chairman of the Observatory, Mauceri has described the dialogue with the areas crossed by the project as a process that takes place through proper institutional channels, in particular the Conferenza dei servizi (Services Conference), where the administrations and bodies concerned can submit observations and contributions on the technical, environmental and territorial aspects of the project. According to Mauceri, opposition to the Torino-Lione has often been preconceived and ideological in nature, as distinct from technical discussion of the railway route.[1]
Progress of the national section
Mauceri has outlined progress on the Avigliana-Orbassano-bivio Pronda national section, which falls under the procedural framework of the Legge Obiettivo (Law 443/2001) and involves a total investment of about 3 billion euros, of which 809.27 million has already been funded. In February 2026 he launched the Conferenza dei servizi on the section's final design, while the Environmental Impact Assessment procedure is proceeding in parallel at the Ministry of the Environment. Once the approval process concludes, the outcome will be presented to the Observatory.[1]
Compensatory works in Valsusa
Mauceri has announced that the government, through Infrastructure Decree-Law no. 107, has provided funding of a total of 50.2 million euros for Priority III compensatory works, covering 32 projects proposed by the 11 Valsusa municipalities most affected by construction of the Torino-Lione base tunnel. According to Mauceri, these projects complete the set of accompanying works linked to the major project.[1]
