SMAT (Società Metropolitana Acque Torino S.p.A.) is the public company that manages the integrated water service in the Turin metropolitan area, covering drinking water distribution networks, production and distribution plants, sewer networks and wastewater treatment plants.[1]

2025-2027 investment plan

SMAT has launched an investment plan for 2025-2027 covering water networks and treatment plants, aimed at extending and upgrading drinking water distribution networks, modernising production and distribution plants, renewing tanks and facilities using the best available technologies, and expanding and maintaining sewer networks and wastewater treatment plants.[1][2]

Green financing with the European Investment Bank

To support the investment plan, SMAT signed a financing agreement called "Green" with the European Investment Bank (EIB), worth a total of €200 million, backed by InvestEU, the European Union's investment programme.[1][2]

The first tranche of the financing, worth €100 million, was signed in October 2025. The second tranche, worth €50 million, was signed on 30 September 2026 at the EIB offices in Rome.[1][2]

At the time the second tranche was signed, the EIB and SMAT had activated a total of €710 million in financing out of €760 million approved, while the Turin-based company had fully repaid €310 million.[1][2]

At the signing, EIB vice-president Gelsomina Vigliotti said the deal strengthens "a long-term partnership with SMAT in support of modernising the networks and water security of the Turin metropolitan area." SMAT Group chairman Paolo Romano said the continuity of the relationship with the EIB represents "a guarantee of improvement in the quality and efficiency of the services offered to citizens" and noted that the company closed 2025 with its best financial result in seven years.[1][2]
