Round table on participatory security at the UPO in Alessandria
Date of the event:
The round table «Il ruolo della Polizia di Stato nella sicurezza partecipata» (The role of the State Police in participatory security) was held on Thursday 29 October 2026 at the University of Eastern Piedmont (UPO) in Alessandria. The meeting was coordinated by lecturer Alessandro Provera and addressed the themes of perceived security and the management of public order [1].
Participants
The round table was attended by Dr Gianluigi Biasci of the Alessandria Court, the Alessandria public prosecutor Cesare Parodi, lawyer Piero Monti and lecturer Davide Servetti. Also present were the chief of police (Questore) of the province of Asti, Marina Di Donato, and the chief of police of the province of Alessandria, Giuseppe Mariani [1].
Topics discussed
The meeting focused on the functions and duties of the public security authorities, called upon to guarantee legality and protect citizens. It addressed the search for a balance between the guarantee of constitutional rights and the duty to protect public order and the security of the community [1].
With reference to recent news events, it was noted that law enforcement often has to operate in complex, high-tension contexts, in which individuals or isolated fringes attempt to exploit demonstrations to create disorder. It was stressed that the State Police's intervention aims to isolate those responsible for unlawful conduct, protecting peaceful demonstrators and ensuring the exercise of a constitutionally guaranteed right [1].
Agreements between the UPO and the police headquarters
During the meeting, the active agreements between the university and the police headquarters (Questure) of Asti and Alessandria were presented. The agreement provides for a training programme involving five students, who combine theoretical study with practical experience on the projects of their respective police headquarters, with the aim of giving them first-hand understanding of how these institutions are organised and how public security works on the ground [1].
