Meeting on the Terzo Valico crisis in Novi Ligure
Date of the event:

On 6 November 2026 a meeting was held at the Town Hall in Novi Ligure, in the province of Alessandria, between mayor Rocchino Muliere and representatives of the Fillea, Filca and Feneal trade unions, called to take stock of the financial and employment problems linked to the Terzo Valico construction sites, the railway infrastructure that connects the port of Genoa to the main logistics hubs of northern Italy, including Turin. Employment figures
According to the figures presented at the meeting, around 300 employees working on the construction sites are currently on temporary layoff (cassa integrazione), while between 16 and 18 have already received a dismissal letter. Of these, at least 50-60 workers on temporary layoff are from the Novi Ligure area. [1] The municipality warned that the situation risks worsening an employment picture already marked by other industrial disputes in the area, such as that of the former Ilva plant. [1]
The causes of the crisis
The problem, according to a statement issued by the municipality of Novi Ligure, stems from the Webuild group's request for a further 3 billion euros to complete the project. Despite assurances from the government on funding, mayor Muliere expressed concern about possible delays to the construction sites and the risk that the economic difficulties would fall on the workers. [1]
Muliere described the Terzo Valico as a strategic project for the connection between the port of Genoa and the main European logistics hubs, stressing the need to complete it as quickly as possible while protecting jobs. [1]
Announced initiatives
The mayor announced his intention to request, in the following days, a meeting with the leadership of Cociv, the consortium managing the works, to get an updated picture of progress on the construction sites and guarantees on future employment. Muliere also said he would urge the government to find, together with the additional funds for the Terzo Valico, the 8 million euros needed to build the Novi Ligure ring road, which the mayor described as essential infrastructure for the area's roads and development.
