Enrico Bussalino
Enrico Bussalino is a councillor (assessore) on the Piedmont regional executive (Giunta), with responsibility for Local Authorities, Security and Local Police. The role involves him in relations between the Region, based in Turin, and the local authorities of the Piedmont territory, including the municipalities and Unions of Municipalities of the Metropolitan City of Turin.
November 2026 resolutions
On 4 November 2026 the Piedmont regional executive approved, on a proposal from councillor Bussalino, two resolutions supporting local authorities. The first measure allocates €2 million to the municipal police for 2026-2027, split evenly between the two years, to support the running costs of ordinary municipal, provincial and metropolitan police activity. Mountain unions (Unione montana), Unions of Municipalities, municipalities joined together to carry out the function jointly, individual municipalities, provinces and the Metropolitan City of Turin can apply for the funding, according to the requirements set out in the measure. [1] The funds are allocated through a single ranking list valid for two years, based on criteria linked to population and territorial size, with priority given to joint exercise of the local police function. [1]
The second measure makes available more than €4.7 million, for 2026, to support the joint management of core municipal functions by the Unions of Municipalities listed in Piedmont's Charter of Associative Forms (Carta delle forme associative). The funding includes about €2.56 million in regional funds and about €2.15 million in state funds, with allocation criteria based on scores proportional to the weight of the activities carried out. [1]
Commenting on the two measures, Bussalino said the resources are meant to guarantee more efficient services for local authorities and to support the daily work of the local police, stressing that cooperation between administrations is an important tool especially for smaller municipalities, since it allows staff, skills and resources to be shared. [1] The councillor added that support for the Unions of Municipalities serves to give continuity and quality to services while valuing the specific features of each area, while the two-year funding for the local police gives authorities a framework of resources on which to plan their activity. [1] The procedures and deadlines for submitting applications for the two measures will be set out in subsequent implementing acts and made available on the Piedmont Region's website. [1]
