Osapp
Osapp (Organizzazione Sindacale Autonoma Polizia Penitenziaria) is a trade union representing Prison Police officers, led nationally by secretary general Leo Beneduci, also active in the prison institutions of Piedmont.
On 14 September 2026 the head of the Department of Prison Administration, Stefano De Michele, meets with the mayor of Turin Stefano Lo Russo to request the use of Piazza Castello, Piazza Carignano and other city squares for the Corps' national celebration, following the model used the previous year in Naples; the request is denied. Osapp calls the decision "unacceptable" and "a slap in the face to the Prison Police" through Beneduci, who also links it to the situation at Turin's prison.
On 24 September 2026 Osapp reports a hygiene and health emergency at Turin's Lorusso e Cutugno prison, pointing to the presence of bedbugs, rats and cockroaches in the pavilions and in the Icam section, which houses mothers with children, as well as a shortage of sheets and mattresses; the report follows an inspection by Avs regional councillor Alice Ravinale, who describes the situation as "indecent".
On 30 September 2026 Osapp also reports, through Beneduci, a situation "completely out of control" at Biella's prison, calling for immediate intervention by the Department of Prison Administration.
