On 28 October 2026 the Teatro Bellarte in Turin hosted an event dedicated to the fiftieth anniversary of the City of Turin's first resolution on foster care (affidamento familiare), adopted in 1976 and regarded as one of the pioneering experiences at the national level [1][2].

The event

The event was organised by Casa Affido and ANFAA with the support of the city's round table of foster-family associations. It brought together institutions, professionals, associations, young people and families to look back at the history of foster care in Turin and discuss the tool's future prospects [1][2].

Speakers included the Mayor of Turin, Stefano Lo Russo, the councillor for social policy, Jacopo Rosatelli, the head of the Psychology unit of the Turin City ASL (local health authority), Monica Agnesone, the president of ANFAA, Frida Tonizzo, and associate professor at the University of Turin, Paola Ricchiardi [1][2].

Recognition for the families

During the ceremony Mayor Lo Russo presented a certificate of thanks from the City to seven families among the first to choose to welcome children and teenagers into their homes. The certificates recognise a commitment described as «a precious gift for life» [1][2].

Lo Russo said that foster care «has represented an important innovation, able to offer new prospects to many young people», and thanked the families who were the first to believe in this model. Councillor Rosatelli called foster care «one of the most meaningful expressions of a community's ability to care for its children» [1][2].

Foster care figures in Turin

As of 31 December 2025 there were 240 active residential foster-care placements in Turin, of which 149 were with non-relative families (130 judicial and 19 consensual) and 91 with relatives (82 judicial and 9 consensual) [1][2].
